At a time the federal government and the National Assembly are driving local content campaign in every sphere where there is credible local capacity, the Central Bank of Nigeria (CBN), a strategic department of the government had advertised on its website, an expression of interest for contractors to bid for the supply of Dell desktops computer.
Dell products are from the United States of America (USA) but there are growing number of indigenous manufacturers of desktop computers including Zinox Technologies, Omatek Computers and many others.
It was not clear whether the CBN had given the right of first reply to local producers which was one of the key provisions of the Local Content Act, before specifying make for prospective suppliers.
Besides, Dell, a US company has no plant in Nigeria to generate jobs, meaning that the contract will end up paying salaries of workers in America or China, leaving Nigerians in the labour market or local Computer manufacturing firms to close shops after all.
Efforts to speak with the Director, Corporate Communications of the apex bank failed as at press time, but industry experts say the act is a violation of the spirit of the Nigerian Local Content Act already signed into to drive growth in local capacity development.
The advert dated Thursday December 08, 2016, read in parts: ‘INVITATION FOR THE SUBMISSION OF TENDER FOR THE SUPPLY OF DELL DESKTOPS TO THE CENTRAL BANK OF NIGERIA’
“The Central Bank of Nigeria requires the supply of Dell Desktops. Consequently, the Bank wishes to invite accredited Dell Preferred Partners to submit expression of interest for the supply of desktops with the following specifications:
