How Buhari reduced speed of governance, achievements on first 100 days

Since the return of Democracy in 1999, every elected government usually takeoff with speed in delivery of democracy dividends and service delivery from day with the target of having something tangible to celebrate at 100 days of office.

However, since 2015 when President won presidential election, the culture started a downward trend.

The trend started when it took his government in 2015 up to five months to form cabinet. Fast-forward in 2019, the trend continued as after being sworn in on May 29, President Muhammadu Buhari inaugurated his cabinet three months after and few days to the first 100 days.

Like the dangerous impacts of social engineering, the virus of delaying formation of cabinet is spreading fast.

At the last check, about 19 states governors may have been infected by the deadly virus because at 100 days after inauguration, only 10 governors had their cabinet in place, leaving a larger number of 19 still running their states as personal empires.

Findings show that the 10 states with a comprehensive cabinet structure before their first 100 days include Imo, Lagos, Sokoto, Kaduna, Borno, Benue, Oyo, Delta, Akwa Ibom and Ebonyi.

Currently, 19 state governors are working to possibly to beat President Buhari’s record in 2015 by not forming cabinet. They include Abia, Ogun, Kano, Kebbi, Katsina, Bauchi, Yobe, Adamawa, Taraba, Gombe, Kwara, Enugu, Plateau, Nasarawa, Niger, Cross River, Jigawa, Zamfara and Rivers.

Already, Osun State under Governor Gboyega Oyetola, inaugurated in November 2018, has beaten Buhari’s record of five months in not forming cabinet after inauguration.

This is based on the fact that more than 11 months after, Governor Oyetola is yet to appoint commissioners but choose to have self-styled special supervisors for critical ministries.

In general, the implication is that out of Nigeria’s 36 state structure, only 16 have cabinet leaving a whooping 20 to be run as a personal estate.

Political and development analysts say delayed formation of cabinet translates to delayed delivery of democracy dividends and services to the people of the state as on no account can one man oversee creditably well, the general development of an entire state as a governor without cabinet.

At the federal level, there are several high net worth meetings concerning deep pocket investments that came the way of the country during the time President Buhari was running the country without Ministers and cabinet.

Observers say, there are chances that the opportunity for the visit of the foreign investors who had visited then may not come again now the ministers are in place.

Business Hilights recalls the visit of some Israeli farmers who had wanted high level discussion with the Ministers of Agriculture and Technology one month ago, but could not hold due to none constitution of the federal cabinet.
