Further to deepening digital intelligence and innovative documentation processing in the Nigerian Customs Service (NCS), Apapa Command of the Service has completed a 2-Storey building dedicated for customs service data processing.
The complex, known as Bashir Adewale Adeniyi (BAA) Analytics Centre for Excellence is established as a specialised analytics and intelligence architecture within the Nigeria Customs Service (NCS).
Business Hilights gathered during a tour of the facility after the commissioning by the CGC, Bashir Adeniyi, that it is structured to serve as the Command’s central platform for trade intelligence, revenue analytics, operational performance monitoring, and data-driven decision support.
In his address while cutting the commissioning tape today, March 10, 2026 at the Apapa Command, Adeniyi averred that “Apapa Customs Command had always come first in almost everything good in the Nigerian Customs Service. It’s first in high revenue generation; first in trade volume; first in compliance.
While noting that credible data drive digital growth and excellent service delivery, we are happy that Apapa Customs has once again, come first in delivering a massive facility for data analytics in the Service.
Earlier in his welcome address, the CAC, EO Oshoba said the BAA Analytics Centre of Excellence is already fitted with innovative digital facilities that will further drive the seamless growth of operations in the Command.
He also revealed that the building also has a medical Clinic for the Command.
A closer look at the facility showed that the Centre functions as an enterprise-level analytics hub, leveraging structured datasets from core Customs ICT systems to generate actionable intelligence, enhance regulatory compliance, strengthen risk management frameworks, facilitate legitimate trade, and optimize revenue assurance mechanisms.
The BAA Analytics Centre shall design, operate, and administer a secure Data Repository and Digital Archive, integrating structured and semi-structured datasets to provide real-time and near-real-time situational awareness across:
- Trade flows and commodity classification trends (HS-based analytics)
- Revenue performance dashboards and variance analysis
- PAAR utilization lifecycle monitoring
- Outstanding, unpaid, and partially settled assessments
- Command-level operational Key Performance Indicators (KPIs)
In alignment with the Nigeria Customs Service modernization agenda and digital transformation strategy, the Centre shall collaborate with the Service’s Technical Partner, Trade Modernization Project (TMP) Limited, to ensure system interoperability, API-based integration, middleware compatibility, and synchronization with existing Customs digital infrastructure, including:
- Electronic Cargo Tracking System (ECTS)
- Core clearance and declaration platforms
- Revenue management modules
- Risk management and compliance monitoring systems
SCOPE
The scope of the BAA Analytics Centre shall encompass:
- Advanced trade and revenue analytics utilizing Customs enterprise data systems
- Statistical modelling, forecasting, and performance intelligence reporting
- End-to-end PAAR lifecycle monitoring and unpaid assessment analytics
- Development and deployment of measurable Key Performance Indicators (KPIs)
- Enterprise dashboard architecture and data visualization systems
- Management of centralized data repositories and digital archival infrastructure
- Integration of approved external trade intelligence databases and reference platforms
- Electronic Cargo Tracking System (ECTS) monitoring and compliance analytics
- Revenue assurance analytics and anomaly detection
- Operational risk profiling and compliance trend assessment
- Time Release Study
- Geospatial Data and tracking
OBJECTIVES
The BAA Analytics Centre is established to achieve the following strategic and operational objectives:
- Institutionalize structured, evidence-based analytics to strengthen executive decision-making across Commands and Units
- Deliver standardized, automated, and time-bound statistical reports leveraging validated Customs datasets
- Detect, track, and escalate unutilized PAARs, unpaid assessments, valuation inconsistencies, and revenue leakages through analytics-driven exception reporting
- Design and implement performance metrics and Command-level scorecard aligned with Service-wide KPIs and modernization benchmarks
- Develop and maintain real-time executive dashboards for revenue monitoring, trade intelligence, and compliance tracking
- Administer and safeguard the BAA Data Repository in accordance with data governance, cybersecurity, and confidentiality protocols of the Service
- Support policy implementation, operational reforms, and strategic planning through applied analytics, predictive insights, and trend forecasting
- Enhance oversight of Electronic Cargo Tracking operations through data validation, movement analytics, and exception monitoring frameworks
