The Executive Chairman of Imo State Internal Revenue Service (IIRS), Mr. Justice Okoye, FCA has opened up on the real reasons why the state is experiencing unprecedented surge in internally generated revenue since his appointment last two years as the chairman.
Speaking in an executive media chat with Business Hilights, he made it clear that “One of the most rewarding aspects of my service as the Executive Chairman of the Imo State Internal Revenue Service – IIRS has been witnessing the steady transformation of our revenue system under the clear vision and structured digital reforms of His Excellency, Dist. Sen Hope Uzodimma.
He revealed that “With the right framework in place, we have been able to strengthen our processes and improve service delivery to Ndi Imo.
“From a modest internally generated revenue of less than half a billion naira in 2020 to well over ₦5 billion today, the progress we have recorded reflects deliberate reforms, improved compliance, and the dedication of my team at the Imo State Internal Revenue Service.
“This growth is not accidental, it is the result of purposeful leadership and a system designed to work.
“The construction of a befitting Headquarters for the Imo State Internal Revenue Service is therefore a timely and strategic step. A modern and well-equipped environment will further enhance our capacity to deliver efficient and transparent revenue administration, which is essential for the continued development of our State.
“As the new structure rises, it represents more than a building, it is a symbol of institutional strength, fiscal responsibility, and the commitment of this administration to building a sustainable future for Imo State. Together, we will continue to build a stronger revenue system and a better Imo.”
Business Hilights recalls that the Imo State government has stepped up construction activities at the new 11-floor, ultra-modern headquarters for the Imo State Internal Revenue Service (IIRS) in Owerri to enhance tax administration, increase internally generated revenue (IGR), and provide a modern workspace.
The project, handled by Craneburg Construction Company, is currently underway with substructure completion and super-structural work progressing, aiming to boost efficiency and digitize tax operations.
A review of work progress on site showed that Substructure has already been completed, with work reaching the second floor as of early 2026.
It is further believed that this infrastructure development is part of a broader push to modernize IIRS operations, following the state’s record-breaking IGR of ₦43 billion in 2025. The new facility is intended to facilitate digital, transparent revenue collection and replace outdated methods.
